A legal dispute in South China Sea: third round

Abstract

The article analyzes the situation in the South China Sea region in the first half of 2020 and shows how it changed as a result of the intensification of China's actions, which caused a new round of legal dispute between it and the ASEAN coastal countries. It was found that in conditions when Chinese economic, military and diplomatic expansion has reached a fundamentally new level, the Southeast Asian countries took their dispute with the PRC beyond the framework of bilateral relations, raising it to the UN level. The specific position of four ASEAN countries - Vietnam, the Philippines, Malaysia and Indonesia- is revealed, which, despite differences in assessments of Beijing’s policy in the SCM, opposed it as a united front, appealing to the verdict of the Permanent Court of Arbitration in The Hague on July 12, 2016 as an important source of international law. The position of the United States, which actually plays in support of Vietnam, is also considered.

The VCP internal policy and possible legacies of the VCP-CPSU relationship: some hypotheses

Abstract

The paper looks at Vietnamese Communist Party (VCP) internal organisational policies and supposes the influence of the legacy of the early stage of relations with the CPSU. It puts forward hypothesises that explain problems in creating adequate domestic sovereignty and concentration of legitimate power to ‘govern subjects’ in the contemporary market economy. The author refers to evidence for antipathy to such concentrations, seen as multiple office-holding, and to VCP formal requirements for structural representation in important activities. He proposes Linz’s notion of ‘limited pluralism’ as a suitable analytical framework.

Main trends of Vietnam’s international integration in trade up to 2030

Abstract

In the era of globalization, international trade integration is an indispensable trend for the development of each country, including Vietnam.Vietnam’s foreign trade policy has been increasingly adjusted to be a more flexible, open mechanism, creating a favorable environment for both domestic and foreign enterprises to develop production, promote imports and exports. However, the uniformity and cohesion among sectors and fields are not high, some action plans and programs are not associated with development practices. This article aims to analyze Vietnam’s achievements and limitations in the field of international trade, and to propose solutions to promote Vietnam’s trade integration process up to 2030. The article applies the method of analyzing, comparing theory and data based on those from sources of agencies and individuals.

“Socialization” of education during the period of Rennovation in Vietnam

Abstract

Economic reforms have been carried out in Vietnam, aiming at developing a socialist-oriented multi-sector economy. As a component in the superstructure, therefore, the educational system has been affected by the economic mechanism, from the perspective of both welfare and investment. For the purpose of educational development, the “socialization” policy in education, which is aimed at mobilising resources from non-State sectors and encouraging the sharing of costs and responsibilities for education provision, is considered focal in this period. Based on the qualitative approach and secondary data, in combination with observation, in-depth interviews, and assessments made by the author, the paper provides a broad overview of the educational system in Vietnam under the impact of the “socialization” policy in the socialist-oriented market economy. It highlights the values as well as emerging problems resulting from the “socialization” policy in education in Vietnam at present.

The ethnic Vietnamese (Jing) in China: critical analysis of research literature and current socio-cultural dynamics

Abstract

The article summarizes the results of research-works on socio-cultural development of the ethnic Vietnamese Jing, one of ethnic minorities in China. The discussion on socio-cultural dynamics is preceded by a critical analysis of research literature on this group that reveals diverging positions of China and Vietnam regarding some elements of culture and language specific for the Jing. The importance of the study lies in insufficient and even inaccurate, in some cases, data on the Jing in international scholarly discourse, as well as in rapid and vast transformations taking place in the Jing indigenous territories due to huge projects undertaken by China and Vietnam in border areas. The research is based on both primary and secondary sources related to the topic.

Legitimizing intellectual leadership in proletarianization movement in early formation of the Vietnamese Marxism, 1928-1930

Abstract

Scholarship on Vietnamese Communism conventionally regarded workers and peasants as the leading force of the proletarian revolution, whereas intellectuals stood as the observers. The author argues that succeeding to the legacy of the patriotic Confucian literati in the struggle for national independence, new intellectuals hoisted the flag of national liberation under the guidance of Communist ideology, which awarded the leading role to the working class. Being the intermediary in the transition of power from the scholar-gentry to the working class, Vietnamese Marxism-following intellectuals sought ways to promote and to propagandize Communist ideology in masses, and also to “proletarianize” themselves. In order to prove the legitimacy of the intellectual leadership, revolutionary intellectuals hid their intellectual origins by adopting the working-class appearance and language. This process launched the movement called “proletarianization” that lasted from 1928 to 1930 as a practical preparation for the formation of the Vietnamese Communist Party.

The impact of the Internet on the cultural transformation of modern network users in Vietnam

Abstract

After 20 years of Vietnam’s connection to the global network the country has become one of the leading states with a “high level of interaction with the Internet.” Based on studies and assessments of the current situation related to the development of the network in Vietnam, the article provides an in-depth analysis of the multidimensional impact of the Internet on the cultural transformation of users. On a positive note, such changes affect the quality of life, living conditions, the processes of training and work, as well as the sphere of leisure and entertainment, thereby contributing to the development of culture and people in Vietnam. At the same time, the influence of negative trends can lead to the destabilization of the cultural and social spheres, which requires close attention and response.

Characteristics of the vocabulary of the native lexical system of the Vietnamese language

Abstract

The article discusses the vocabulary of the native lexical system of the Vietnamese language. The study deals with monosyllabic, polysyllabic (simple) and compound words of the native lexical system. Monosyllabic words consist of one syllable and belong to the most ancient layer of the Vietnamese lexis. It is noted that polysyllabic words are divided into two groups: words formed through reduplication and those made with composition. The article examines motivated and non-motivated repetitions, which may be absolute and divergent. It is noticed that Vietnamese compound words unlike Indo-European words are idiomatic by nature. The formation mechanism of Vietnamese compound words is shown. The theoretical framework of the research consists of the ideas that were laid out in scholarly works on the Chinese language and the languages of Southeast Asia. The methodological framework of the research is based on general methods of linguistic studies.

The scientific conference in Vietnam on “The legacy of V.I. Lenin: theoretical and practical values”

Abstract

The article presents the results of the national scientific conference “The Legacy of V.I. Lenin: Theoretical and Practical Values”, held online by Ho Chi Minh National Political Academy jointly with the Central Propaganda Department, the Central Theoretical Council of the Central Committee of the CPV and the Vietnamese Academy of Social Sciences. The main issues discussed at the conference were as follows: V.I. Lenin’s role in the development of Marxism, the significance of the Leninist concept of the national-colonial issue for the oppressed peoples, the importance of Marxism-Leninism for the Vietnamese revolution, for the construction and defense of the motherland. It was noted that, despite the collapse of the model of real socialism in the USSR and the socialist system as such, Marxism-Leninism remains a living and creative ideology, capable of advancing revolutionary forces.

The letter of Pham Van Dong, the Prime Minister of the DRV, to the head of the State Council of China Zhou Enlai on September 14, 1958, is published and commented. The letter is now often used by the Chinese Foreign Ministry and the media as the confirmation of the PRC's claims to the Paracel Islands and the Spratly archipelago.

A sensation that could not be caused

Abstract

The article is a review of “Unknown Ho Chi Minh” by D.D. Zusmanovich. In his book the author makes an attempt to re-examine some facts of the biography of Ho Chi Minh, the leader of the Vietnam Revolution, since, in the author’s opinion, in the Soviet era it was too “idealized”. D. Zusmanovich has drawn a certain amount of new materials from Russian archives. Using them he has tried to determine the nature of Ho Chi Minh's world-outlook, to substantiate the assumptions about the special relationships of Ho Chi Minh with British intelligence in 1933 and American intelligence in 1944-1945. However, the lack of general knowledge on the history of Vietnam and methodological weaknesses do not allow the author to achieve the main thing - to provide a scientific basis to his hypotheses.
