The letter of Pham Van Dong, the Prime Minister of the DRV, to the head of the State Council of China Zhou Enlai on September 14, 1958, is published and commented. The letter is now often used by the Chinese Foreign Ministry and the media as the confirmation of the PRC's claims to the Paracel Islands and the Spratly archipelago.
