Vietnam as an Emerging Middle Power towards 2030 and beyond

Abstract

Some recent studies suggest the idea that Vietnam is a potential candidate for the middle power status. The notion is based on the fact that the country has travelled a long way from isolation to regional integration to being an active, responsible member of the international community. The possibility for Vietnam to become a middle power has increasingly proven a topic of interest for scholars and policy-makers. This article is an attempt to elucidate three key aspects of that possibility, namely Vietnam’s capacity, international behaviour and identity. Using a theoretical framework and set of empirical evidences that are structured around those three aspects, this article hypothesizes that Vietnam will meet the basic criteria of a middle power in the next decade and thus should adjust its foreign policy accordingly.

The state management of media activities in Vietnam

Abstract

Joumalism and communication play an important role in society and have a big impact on the development of each nation. Therefore, most nations around the world have specific regulations and legal sanctions to manage this business through laws, journalistic associations and codes of conduct for journalists. Legal frameworks may vary, but all journalistic activities have to comply with the existing regulations in each nation. By systematically analyzing the policy tools and through in-depth interviews with scholars and managers working for press - news agencies and government officials in Vietnam - this work provides a glimpse of the state management of media activities in the two recent decades in a communist country with a market economy with its own difficulties and challenges.

Vietnam - India: foreign trade interaction in the 21st century

Abstract

The article discusses mutual trade relations of Vietnam and India, their basic commodity groups and dynamic in the XXIst century. Economic and political reasons of these states for further expansion and diversification of trade interconnections are substantiated. The author emphasizes the special interest of India in economic and political relations with Vietnam due to the latter’s ASEAN membership, thus, strengthening links with this highly influential organization in Southeast Asia. These links assume a special importance for India because of the weak position of SAARC, the regional intergovernmental organization and geopolitical union of states in South Asia, its working abilities hampered by frequent conflicts between India and Pakistan. The article shows the priority of China, as well as of USA, in trade with Vietnam. Taking into account «Russia’s pivot to the East», the contacts with Vietnam and ASEAN are useful and perspective both from political and economic point of view.

Enhancing the quality of Vietnam’s human resources in the Fourth Industrial Revolution

Abstract

The Fourth Industrial Revolution is predicted to make significant changes to the labour supply and demand, as the Revolution requires workers with highly professional skills, knowledge, as well as innovate and creative ability to be able to catch up with advanced technologies. Therefore, for the countries heavily relying on the golden demographic structure for economic growth as Vietnam, enhancing the quality of human resources will be essential to adopt with the new changes in this context. With brief research of the theoretical basis of human resources and human resources development, this article focuses on analyzing the labour quality enhancing policies of Vietnam, from that proposing solutions for Vietnam to raise the quality of the human resources to catch up with the Fourth Industrial Revolution.

Vietnam’s independence from China dates back to what year?

In the national historical tradition of Vietnam, the process of gaining independence by the country from the dominance of the Chinese empires has always been associated with the lasting armed struggle and repulsing of external aggression. The author makes an attempt to analyze in detail the events which really took place on the territory of modern Vietnam in the 10th century against the background of the most important fundamental changes in the whole Chinese empire, to prove the peaceful transfer of power and to substantiate the conclusion that historical development of independent Vietnam dates back to 905.

Vietnam during the first half of the 19th century: scientific and technical theory and the reality of the country revisited

Abstract

Being considered as the last and longest ruling family in the monarchical history of Vietnam, there are so far a good number of researches on Nguyen Cochinchina and the Nguyen Dynasty based on dimensional approaches and new materials. Nonetheless, history of Vietnam from the standpoint of science and technology in fact remains unstudied. The purpose of the article is to reassess the scientific and technical theory and the reality of Vietnam during the first half of the 19th century in the main contents: (i) knowledge-building, scientific and technical potentials; (ii) national situation in terms of seapower and ability facing technical achievements; and (iii) a critical point of Vietnamese science and technique at the time.

About the native lexical system and the Sino-Vietnamese sub-system of the Vietnamese language

Abstract

The article discusses the Vietnamese lexicon as a system. The native lexical system and the borrowed Sino-Vietnamese sub-system of the Vietnamese language are identified and described on the basis of bilingual dictionaries. The article establishes criteria for determining whether a word is native Vietnamese or Sino-Vietnamese. An absolute majority of polysyllabic words of native lexical system is comprised of unbound morphemes/syllables. Most Sino-Vietnamese morphemes are never used independently by themselves. The conclusion has been drawn that Vietnamese is an explication language to a greater extent than an implication one and usually the word order in Vietnamese is progressive, not regressive. It has been shown that the native system also includes loanwords that have fully integrated in the Vietnamese language and have the same structure and functional features as native words.

Abstract

The review has summed up the 11th International Conference of Asian Studies (ICAS-11), one of the largest international forums of Orientalists, held in Leiden (the Netherlands) 16-20 July 2019. The review focuses on an independent part of the forum - the 11th international conference on “Vietnam in Europe, Europe in Vietnam”. The author characterizes the European scientific framework of the conference, the vector and areas of Vietnamese studies within it, the subjects of research work and the political agenda of the participants, the events that accompanied the conference sessions under “Engaging with Vietnam” platform (EWV). The content of the ICAS-11 session, where the author of the review delivered his report and discussed various aspects of the economic development of Indochina countries and India, is presented too.

The contact between literatures: experience, significance, prospects

The article presents results of the First International Scientific Conference “Vietnam. Russia. Europe: Literary and Cultural Contacts” held in Moscow, June 2019 by the Gorky Institute of World Literature (RAS) and the Vietnam Academy of Social Sciences. It contains a short review of reports delivered by the conference participants, highlights main issues discussed by Russian experts in Vietnamese literature and Vietnamese philologists studying Russian literature, and shows the exclusively positive view of Vietnamese scholars as far as the influence of Russian literature on Vietnamese culture is concerned.

Vietnam in a new geopolitical reality. The review of “Vietnam in the Indo-Pacific: Challenges and Opportunities in the New Regional Landscape”

Abstract

This is a review of “Vietnam in the Indo-Pacific: Challenges and Opportunities in a New Regional Landscape”, a collection of essays issued in Australia (2018). The authors, researchers from Australia, Vietnam and the United States, contributed to the analysis of the foreign policy of Vietnam and its relations with Australia, China and the United States. Also, the articles assess the importance of a comprehensive renewal of Vietnamese society (Doi Moi) for Vietnamese diplomacy. Quite a prominent place on the pages of the book is given to the assessment of the situation in the South China Sea. The authors emphasize a high degree of importance of this matter for regional policy. Although the factual accounts commented in the book are well known to specialists, the conclusions seem to be quite non-trivial.

This is a review of “The Maritime and Island Culture of Northeast Vietnam”, a book by Vietnamese culture expert Tu Thi Loan, published by the Institute of Far Eastern studies (RAS) in Russian translation. The book contains a comprehensive overview of the culture of the coastal and island territories of Northeast Vietnam, showing the values of everyday life, of spiritual, artistic and ecological culture of the population of this region in historical perspective and nowadays. Having thoroughly studied this topic and appreciated the current state of protection and promotion of these values, the author proposes solutions to increase their efficiency in the socio-economic development of the coastal and island territories of the North east.

The article is dedicated to the memory of Yevgeny Pavlovich Glazunov, a famous Russian scholar. He studied Vietnam for several decades and worked there for 10 years. He was a prominent public figure and a journalist, too. He passed away at the age of 88.
