Thailand and Vietnam: from confrontation to regional cooperation in the framework of ASEAN

Abstract

The Socialist Republic of Vietnam and the Kingdom of Thailand are two leading Indochinese states from the economic and political points of view. Throughout the 20th century, they have passed a long way from confrontation to a multifaceted cooperation. Being members of one regional integration block, the Association of Southeast Asian Nations (ASEAN), since June 2013 they have been enjoying strategic partnership. At the same time this bilateral relationship often falls beyond the radar of the mainstream Russian and foreign research literature.The article defines three historical models of interaction between Thailand and Vietnam. It assesses their particular features with a focus on the late 20th - early 21st century, analyzes the main directions of cooperation under the framework of ASEAN and defines the trends of the Thai- Vietnamese competition on the Indochina peninsular. The article concludes that the current relations between Thailand and Vietnam are structurally complex and bear the features of what one can define as a competitive cooperation.

Development characteristics of Vietnam industrial real estate in the context of European Union-Vietnam FTA

Abstract

The European Council and the National Assembly of the Socialist Republic of Vietnam have officially approved the European Union - Vietnam Free Trade Agreement (EVFTA), which is expected to have a profound impact on the Vietnam’s economy, trade growth and the development of markets, opening up more opportunities to attract foreign direct investment (FDI). Also, positive impacts on the development of industrial real estate in Vietnam are expected.The paper analyzes the development characteristics of Vietnam’s industrial real estate in the context of being affected from the signing of FTAs, including the EVFTA, showing the trend of many investments in infrastructure for factories and businesses; the price for renting of industrial real estate, stock prices and profits of some industrial real estate businesses in Vietnam increased sharply. However, some Vietnam’s industrial real estate businesses faced obstacles because of the lack of available land for lease due to difficulties in compensation and site clearance.

Climate change adaptation policies of Vietnam in the Mekong Delta

Abstract

If the alarming climate change and sea-level rise scenario occurs without coping solutions, it will greatly affect the socio-economic development and the environment of the the Mekong River Delta region. Recognizing this, the Government has soon developed both policies and action plans to adapt to climate change for the region. However, the policies and programs to cope with climate change are still inadequate and limited. In order to complete the climate change adaptation policies in the Mekong Delta in the current context, the Government and localities in the region need to implement more comprehensive and practical solutions for it.

From president Nguyen Van Thieu’s decision to withdraw from the Central Highlands to the fall of the Republic of Vietnam in 1975

Abstract

In the spring of 1975, the Liberation Army forces in South Vietnam launched a general offensive against the Republic of Vietnam government (RVN) and the Army (ARVN). The strategic area of the Central Highlands was identified as an opening, in which Buon Ma Thuot town was selected as the place of the crucial battle. By skillful diversionary tactics, overwhelming forces were concentrated secretly and organized surprise attacks. The revolutionary armed forces quickly seized control of the town and hit at dangerous spots that shook the arrangement of ARVN in the Central Highlands and throughout South Vietnam. In the situation of weakening forces, lack of weapons and a sharp reduction in the US military aid, the President of the Republic of Vietnam Nguyen Van Thieu decided to withdraw strategically from the Central Highlands and some other important areas. This decision immediately severely affected ARVN, causing a mass escape that could not be prevented, creating extremely favorable conditions for the Liberation Army forces to take advantage of the opportunity to the continuous attack, which lead the Republic of Vietnam regime to collapse quickly.This paper analyzes the context of the situation, explains the reasons for Nguyen Van Thieu’s wr ong decision, and addresses the fateful consequences of that decision.

Widows in traditional Vietnam: conceptualization of legal and social status

Abstract

The article explores legal and social status of widows throughout the history of Vietnam before the 1945 August Revolution. The author assesses the history of legislative regulation of their situation, the behavioral role and the image that were assigned to them in official discourse and in public consciousness, as well as those advantages and the restrictions that accompanied the widowed Vietnamese in their daily lives. Thus the study aims to create a holistic concept of such a socially important and privileged category of women as widows in traditional Vietnam.Studying the legal status of widows and the attitude to them in society allows to clarify the prevailingthesis about the totally disempowered position of women in traditional societies of countries of the Confucian cultural realm. The Vietnam example demonstrates that the theoretical paradigm of “three obedience” ( Viet. tam tòng), according to which, in particular, after the death of her husband, a woman must obey her eldest son, in reality had a different content.The source base of the study includes state historical chronicles and legal acts, as well as fiction and journalistic articles. This allows us to see both the theoretical model of the state vision of the place and role of the widow in society, and at least partially present the corresponding social practice in different segments of the population, as well as the evolution of public attitudes towards widowed women and the prevailing interpretation of the behavior towards their proper behavior in the population.

“Composition in the mother tongue about ten kinds of homeless soul-hon” and the Vietnamese encyclopedic work “Records of the heavenly South, made in leisure hours”

Abstract

The article analyzes the work of Vietnamese emperor Le Thanh-tong (XV century) “Compositions in the mother tongue about ten types of homeless soul-hon“ written by nom , the Vietnamese hieroglyphic script. The author tells about the structure and genre of the work, the system of its images, draws parallels with the works of Chinese authors. There is also a brief description of the first surviving Vietnamese political encyclopedic collection "Records of the Heavenly South, made during leisure hours", which was compiled by order of Le Thanh-tong and which includes “Composition in the mother tongue about ten kinds of homeless soul-hon”.

Abbreviations in Vietnam military vocabulary: methods of formation and areas of application

Abstract

The article discusses the existing tendency in the Vietnamese language to use abbreviations in military-technical and military-political terminology and vocabulary. Based on the materials of the military terminological dictionaries of the Vietnamese language, the Vietnamese military encyclopedia and other authentic sources, the author highlights and describes methods of abbreviations in the Vietnamese language and the areas of their use. An overview of abbreviation methods is given, such as acronyms, abbreviations formed from the initial consonant components of two-syllable words, half-abbreviations, compression and borrowing abbreviations. The areas of use of various types of military abbreviations in writing and oral speech are considered.

National scientific conference dedicated to 130-th anniversary of President Ho Chi Minh

Abstract

The report presents the results of the national scientific conference "The contribution of President Ho Chi Minh to the renewal and development of the country and national defense", held online by the Ho Chi Minh State Political Academy in conjunction with the Central Propaganda Department, the CPV Central Committee and the CPV Committee of Nghe An Province. Three main topics were discussed at the conference: 1) the contribution of President Ho Chi Minh to the revolutionary cause of the party, the Vietnamese people and all mankind; 2) Ho Chi Minh's ideas about national renewal, development and defense; 3) Ho Chi Minh's personality, his human qualities, his style of work and life. The enduring value of the ideas of Ho Chi Minh and the moral example of his life and work was confirmed, the creative development of the foundations of Marxism-Leninism was noted, the development of the ideas of the first president of independent Vietnam in the process of renewal, development and defense of the country was demonstrated.

Abstract

This publication aims to review a collection of articles by Russian and Vietnamese scholars who participated in a Round table held at the IFES RAS in January 2020 dedicated to the 70th anniversary of the establishment of diplomatic relations between the USSR and the DRV (30/01/1950-30/01/2020). Most of the authors of the collection's articles gave an objective assessment of the state of Russian-Vietnamese relations. The title provides a deep analysis of the reasons for the discrepancy between the declared goals and the real content of relations, as well as the unsatisfactory state in certain areas of bilateral interaction. To remedy the situation, many authors made practical suggestions. The title reflects the clash of views between Russian and Vietnamese experts on the situation in the South China sea and Moscow's policy on this issue.
