Vietnam - Quad: inevitable rapprochement?

Abstract

The consequences of the intensified competition of the great powers in recent years are especially clear in Southeast Asia. The launch of the Quadrennial Security Dialogue (Quad) by Washington, Tokyo, Canberra and New Delhi as part of their national Indo-Pacific strategies raised the question of further expanding this format and its interaction with the states of the region. Taking into account the obvious anti-Chinese orientation of the group, Vietnam is viewed as a promising partner, as it progressively develops bilateral ties with all four countries. The author comes to the conclusion that the proximity of the interests of Vietnam and Quad in curbing the growth of the PRC's influence in Asia-Pacific does not inevitably lead to the joining of Vietnam to the Quartet. Hanoi's unwillingness to complicate the already uneasy relations with Beijing (joining the anti-Chinese bloc will obviously not benefit bilateral ties) stipulates "flexible" formats of interaction with Quad on various topical regional issues. At the same time, it appears that Vietnamese course for the consistent strengthening of bilateral relations with the four mentioned states, including cooperation in the field of defense and security, will be continued.

The CPV ideological problems in the focus of the 13th CPV Congress

Abstract

The article discusses several ideological and theoretical problems the Communist Party of Vietnam faced when preparing and holding the 13th Congress at the end of January 2021. The author dwells but on some problems, in his opinion, the most important ones for the CPV, related to attempts to discredit Marxism, a loss of confidence in socialism in the country and the serious crisis in international Communist movement. These include the exacerbation of internal and external challenges facing the SRV, the division of party ranks, especially in the upper echelon, the adjustment of internal political slogans and notions of socialism, including in the light of Ho Chi Minh ideas, with the aim of scientific justification of the non-capitalist nature of the market economy and the socialist path in Viet Nam. Considering the contradictory processes in the party and in the country from the point of view of objectivism, the author concludes that, despite all the differences in positions and opinions, the congress demonstrated neither signs of ideological confusion nor disruption in the CPV.

Vietnam’s telecommunications market: the efforts to catch up with the latest trends

Abstract

In Vietnam, the revenue share of traditional voice calls and messages has gradually contracted over the years, reflecting the shift in users’ preference towards mobile data consumption. Network operators are shifting focus from traditional telecoms infrastructure and services to digital contents. The mobile data usage and fixed-broadband market witnessed rapid expansion, which is forecast to sustain over the next five years. Vietnam also successfully trialled 5G in several major cities and intends to deploy 5G network rollout in 2020. Nonetheless, the country lacks vertical industries that can exploit the advantages of this network. Exploring the relationship between higher education and inequality in Vietnam: socio-cultural foundations and future directions

Abstract

While education is often understood as a means to improve the social mobility of individuals and decrease the measure of inequality that may be present in any modern society, this direct line of causality starting with access to education towards improved social outcomes is not always a clear case. In this article the author explores the interrelationship between social inequalities and higher education in Vietnam by presenting a survey of existing research which indicates that increased access to the education does not immediately address issues of inequality. As such, this article will look at the socio-cultural foundations of inequality of Vietnam, look at the relationship between Neoliberalism and higher education, and evaluate data on local inequalities and higher education. The author argues that a concerted approach to providing higher education access, participation, and attainment, by engaging with the socio-cultural dynamics of rural localities will better ensure that higher education can adequately meet the needs of the constituents it is meant to serve. In understanding issues related to higher education in Vietnam, a broad view of policy and practice must be complimented by a closer focus on how persons navigate the social worlds they inhabit and the ways in which their social identity is negotiated in relation to this.

Chinese and Soviet economic and technical aid to North Vietnam, 1955-60

Abstract

While China’s generous economic and technical aid to North Vietnam was crucial for importing consumption goods from China, developing light industry and agriculture in North Vietnam, modern industrial equipment, advanced technology, and Soviet specialists from the Soviet Union became ultimately necessary for North Vietnam to build up its industrial base in the late 1950s. The disastrous consequences of North Vietnam China-modelled land reform which unravelled in 1956 and Hanoi’s emphasis on building up the industrial base of North Vietnam’s economy in the 1958-1960 plan further compelled Hanoi to seek greater economic and technical assistance from the Soviet Union.

The duality in a traditional Vietnam revisited

Abstract

In doing research on the traditional culture and society of Vietnam, scholarship notes the perceptible characteristics of heterogeneity, the existence of contrasting elements which seem to be inflexible, often sclerosis in the Vietnamese social and cultural complex, even religious life and political dialogue? With such rich and dimensional manifestations, on the basis of criticism and debates with Vietnamese and international scholars, the purpose of the article is to emphasize the fact that in Vietnam the contrast and the combination of the above-mentioned duality, dichotomy and counterbalance do not occur between two clear-cut systems considering as two people, two classes, or two civilizations. The existent base had originally from a wide range of elements of natural, residential and cultural conditions.

The current Vietnamese youth phraseology

Abstract

The article is devoted to the analysis of lexical and semantic features of the phraseological subsystem of Vietnamese youth slang. The author examines the features of the formation of youth phraseological units of the Vietnamese language and makes an attempt to classify them in accordance with the structural and semantic characteristics. The author identifies four categories of new phraseological units of youth slang: semantically unmotivated (phonetic) phrases, motivated phraseological units, transformed phrases, phrases-quotations. Three main types of transformation of traditional phraseological units have been identified: the replacement of components of phraseological units, the expansion of the component composition, change in the order of the components. The research involved extensive illustrative material. The relevance of the research topic is determined by increasing use of youth phraseological units in the media and communication.

The Russian Version of the Vietnamese War

Abstract

This is a review of “The War in Vietnam: Why the Americans Were Defeated” by A.M. Vasiliev, the RAS Academician, a former “The Pravda” special correspondent in Vietnam. The author, using his journalistic notes of 1968/1969, memoirs and recollections of Soviet specialists, who worked in Vietnam during the war, and works issued in the US, has reconstructed the picture of heroic struggle of the Vietnamese people against American aggressors, emphasizing the importance of the USSR military aid in the victory of Vietnam. As a whole the book is good fiction.

The important event in the Russian Vietnamese studies

Abstract

This is a review of the book “Spiritual Culture of Vietnam: Traditional Religious and Mythological Views of Vietnamese” by E.Yu. Knorozova. The author summarizes her many years’ studies on mythology and religious views of Vietnamese, on their forming and development beginning from ancient times up to nowadays. The monograph is based on concrete translations and studies of numerous original sources (which the author has worked at for decades), taking into account all the available works by Russian and foreign researchers. In fact, the book is an encyclopedia of traditional spiritual life of the Vietnamese people, distinctive from spiritual life of other peoples, which up today has a great influence on the state ideology and policy of Vietnam. The completeness of materials, convincing and irreproachable arguments in favor of the author’s conclusions will undoubtedly give long and happy life to the book, as one of the buttresses for future studies on similar and closely-related problems.
