Defense and economic cooperation of India and Vietnam in link with problems of the South China Sea

Fedorov N.V., Garin A.A.

Abstract

The intensification of the rivalry between China and the United States for leading positions in the Asia-Pacific is projected onto other actors. India and Vietnam, among others, were involved in the US-China confrontation. Both of these states have disagreements with the PRC, but at the same time, cooperation with Beijing is an objective necessity for them. Under the circumstances, Hanoi and New Delhi are not only ready to balance China’s rising power in the Asia-Pacific by strengthening ties with the US, but are also developing their own partnership networks beyond the great powers.

This article examines the geostrategic aspects of cooperation between Hanoi and New Delhi. Special attention was paid to trade, economic and defense ties of both countries. At the same time, the paper provides an analysis of the Indian-Vietnamese partnership in the context of territorial disputes in the South China Sea. The provisions and conclusions given in this article are based on official documents and news agency reports, as well as research works of Russian and foreign scholars.

The resignation of president Nguyen Xuan Phuc and main features of the fight against corruption in Vietnam

Kolotov V.N.

Abstract

The article presents an analysis of the situation in Vietnam after the resignation of President Nguyen Xuan Phuc. It is shown that for the first time as a result of a large-scale anti-corruption campaign a member of the “Big Four” was was dismissed, however, in general, there are no reasons for major changes in Vietnam’s foreign and domestic policy, as well as in relation to major foreign players and investors. According to the author, Vietnam, after top-level personnel rotation, will continue stable relations with foreign partners in the traditional “more friends, less enemies” format, and in domestic politics, the implementation of the decisions of the XIII Congress of the CPV will be continued. It is concluded that regular resignations and bringing to justice of compromised high-ranking officials and representatives of big business allow to maintain controllability of the country and high authority of the central apparatus of the CPV, which leads the process. Otherwise, the processes will begin to control the party, which can lead to a loss of power and unpredictable political changes.

Effects of financial contagion in Vietnam during the pandemic crisis

Ovcharov A.O.

Abstract

The article discusses the features of the spread of the COVID-19 pandemic in Vietnam in the context of the theory and methodology for identifying the effects of financial contagion. The Vietnamese economy in the 2000 demonstrated steady growth, which allowed minimizing many of the negative consequences of the pandemic. At the same time, the Vietnamese economy was exposed to financial contagion – the effects of the transmission of negative shocks from other countries and the subsequent spread between sectors of the national economy. These effects during the pandemic have been empirically confirmed. For this purpose, special tests and an extensive information base on the stock market were used. The results showed that Vietnam was exposed to pandemic shock from China, but was not a transmitter of financial contagion for other Asian countries. In addition, the article fixes the risks of contagion at the sectoral level – the most susceptible to contagion were industries such as trade, real estate and food.

Memory of Oc Eo ancient city and Funan Kingdom in light of recent archaeological discoveries

Bui M.T.

Abstract

Oc Eo is a well-known archaeological culture in southern Vietnam, associated with the history of the Kingdom of Funan, which is a component of Vietnam's national history. In 2015, the Vietnamese government tasked the Vietnam Academy of Social Sciences with coordinating the implementation of the "Research on the archaeological sites of Oc Eo – Ba The, Nen Chua (Oc Eo Culture in Southern Region)" project. This is the most extensive scientific project that has ever been conducted in Vietnam regarding the investigation of Oc Eo culture. Three leading units in the field of archaeology participated in this project: the Institute of Imperial Citadel Studies, the Institute of Archaeology, and the Institute of Social Sciences in the Southern region. The primary objective of the Project is to excavate and study the remains of the Oc Eo culture at the sites in Oc Eo – Ba The (Thoai Son district, An Giang province) and the Nen Chua (Hon Dat district, Kien Giang province) in order to collect data and clarify the history of the formation and development of the Oc Eo culture, as well as to investigate the position, function, and significance of the ancient city of Oc Eo.

After nearly four years of the project, many significant new results and vivid evidence of the formation and brilliant development of the Oc Eo culture from the first century CE to the eighth century CE have been obtained. This article will publish for the first time the results of new research on the ancient city of Ok Eo and the kingdom of Funan, based on the 2017-2020 archaeological excavations and surveys at the Oс Eo - Ba The and Nen Chua sites.

The Vietnamese weapons of the 17th century from the collection of the national museum of Netherlands. Part 2

Vetyukov V.A.

Abstract

Current article is the second part of a research, dedicated to the collection of Oriental weapons of admiral Cornelis Tromp (1629-1691), which is now on display in the National Museum of Netherlands - Rijksmuseum (Amsterdam). Dutch museum-specialists approve that the wooden rack with the items of japanese-style cold weapons, firearms and weapon accessories, displayed on it, do originate from Tonkin (Northern Vietnam, in XVII century – the princedom of Đàng Ngoài). The author aims to check this approval and describes the constructive and decorative features of weapons, displayed on the rack. The weapons are typologically cathegorised as pole-arms, pole-bladed arms, bladed arms, throwing weapons and firearms. The author makes an attempt to confirm the existence of such weapons in Vietnam during the mentioned period. Several written and depictive sources are being considered in the article with that aim.

Concluding the research, the author makes following statements. The weapon-rack from the collection of Rijksmuseum is a precious material source on history of traditional weapons of South-East Asia. The weapons and weapon accessories, displayed on it, were highly likely manufactured in Tonkin (princedome of Đàng Ngoài) in first half- mid XVII century. The spears, sabers (swords), battle scythes/glaives and harquebuses do bear the traces of dominating influense of Japanese tradition. On the other hand, those items have some serious constructive differences (the way of fixing the blade/spearhead in a handle/pole and the shape of the harquebuse's butt).

The decorative elements of sabers are also interesting. They have engravings with the ornamental motifs, which are widespread in Vietnamese XVII century pictorial and decorative arts. An exemplar of a battle scythe, very similar to those ones from Rijksmuseum was discovered by the author on a photo made during the crownification celebrations in Huế in 1926.

The throwing weapons (two short bows) have the autochtonous construction confirmed by the depictive sources as well as the analogues in the museum-collections in Vietnam and abroad. The harquebuses come with the special overlay-covers which are not typical for the Japanese analogues.

The facts and statements, achieved during the research have a certain value for Vietnamese studies - especially for the history of Vietnamese traditional weapons, military tradition and material culture of Vietnam.

The moon, the sun, and stars in Vietnamese folk songs

Starikova E.O.

Abstract

The article is devoted to astral imagery in Vietnamese folk poetry. Author of the study analyzes folk songs (ca dao) about the Moon, the Sun, stars and constellations, as well as about mythical characters associated with astral myths. Folk songs are cited in Vietnamese language and accompanied by a Russian translation made by the author of the research. Moon imagery is widely represented in Vietnamese folk poetry, as the Moon is associated with the time when love songs are sung. There are both autochthonous Vietnamese and Chinese images. Some of the images of the Chinese origin are very popular – as God of marriage Nguyet Lao, the Cowherd and the Weaver Girl. Other Sinitic images – as stars Sam and Thuong – are rare and rather literary. There are also autochthonous images in folk poetry, associated with Vietnamese mythology, with the legends of Cuoi, who lives on the Moon, with the legend of two brothers who turned into the Morning and Evening Stars.

To the 50th anniversary of the Paris agreement on Vietnam

Kobelev Y.V.

Abstract

50 years ago, on January 27, 1973, «Agreement to end the war and restore peace in Vietnam» was signed in Paris. The article shows the vicissitudes of these negotiations, which lasted almost 5 years as a result of the fact that the United States stubbornly tried to force the DRV and the Provisional Revolutionary Government of the Republic of South Vietnam to accept the American terms of the future agreement.

The author analyzes the main reasons for the successful completion of lengthy negotiations and signing аn agreement that meets the fundamental interests of the Vietnamese people. Among them, he names the decisive role of the political and diplomatic efforts of the Soviet Union and in this connection, expresses regret that in recent years these efforts have been assessed somewhat differently in Vietnamese historiography. The author analyzes a number of the most characteristic publications of Vietnamese scientists, which frankly downplay the role of the Soviet Union in the successful completion of the Paris talks, and in this regard, suggests that these “fresh approaches@ may be dictated by the new strategic interests of Hanoi.
