The 13th National Congress of the Communist Party of Vietnam, held on January 25 - February 1, 2021 in Hanoi, after discussing the documents presented by the 12th Central Committee of the Party, ruled: 1. To approve the main assessments of the implementation results of the decisions of the 12th Congress of the CPV and an overall assessment of 10 years of implementation of the supplements made in 2011 to the party's 1991 Program of national construction in the transition period to socialism, and 30 years of the implementation of this Program, 10 years of implementation of the Socio-Economic Development Strategy for the period of 2011-2020, 35 years of implementation of the Renovation policy; to approve the directions and tasks of the country's development for the near future, set forth in the documents of the 12th Central Committee of the Party and presented to the 13th Congress. Namely: 1. The implementation results of the 12th Congress decisions Since the 12th Congress, the party, people and the army have overcome difficulties and challenges, especially the severe impact of the global economic crisis caused by the Covid-19 pandemic; coalescing and uniting forces, they fought and successfully realized the goals and objectives of the country's development, succeeded at goal in all areas. The macroeconomic situation stabilized, inflation was under control, a fairly high level of development was achieved; the potential, scale and competitiveness of the economy have grown. Great progress was observed in the social field and in the field of ecology. The life of the people has noticeably improved. Particular attention was paid to party building and management, the formation of the political system, to its comprehensive, integrated and effective development. An intense struggle was waged to maintain discipline and prevent corruption, wastefulness, passivity. The work on combining "creation" with "opposition" was improved and deepened. The Vietnamese rule-of-law socialist state was steadily and successfully consolidated. The party leadership of the state, the Vietnamese Fatherland Front and socio-political organizations strengthened, the relationship between them became increasingly close and coordinated. The socio-political sphere was stable; defense and security were steadily strengthened. Independence, sovereignty, unity and territorial integrity, state and national interests were resolutely and reliably ensured; foreign policy relations and international integration became more profound and effective day by day; the positions and authority of Vietnam in the international arena were strengthened. In particular, in 2020, the Covid-19 pandemic caused great socio-economic damage, and thanks to the mobilization of the power of great national unity, the advantages of the socialist system, the coordinated powerful participation of the entire political system under the right leadership of the party, the unanimous support of the people, our country took the pandemic under effective control step by step; gradually restored production, business and socio-economic activities; stabilized life of the population; contributed to strengthening people's faith in the party, state and socialist system; confirmed the determined character, will and wonderful traditions of our people. These achievements are explained by many reasons, but the all-encompassing and most important reason is cohesion, unity, loyal, prompt and effective leadership of the Central Committee, Politburo, Secretariat and grassroots party bodies, the comprehensive implementation of the resolutions of the 12th Congress, timely and effective solution of many practical problems. Contributions were also made by persistent efforts of the government and authorities to establish local governance; updating the content and forms of activity of the National Assembly and local people's committees; active and effective participation of the Vietnamese Fatherland Front and social and political organizations; well-coordinated work of the entire political system. Despite these successes, institutions are still improving slowly, the economic growth model is being updated, industrialization and modernization are not being carried out quickly enough, and fundamental changes have not been achieved in them; the productivity, quality, efficiency and competitiveness of the economy are still low. Education and training of personnel, science and technology have not yet become a key engine for socio-economic progress. Few breakthroughs have been achieved in the cultural and social fields, and their effectiveness is low; the life of a part of the population is still difficult. Resource development, environmental protection and the ability to resist climate change are still not up to par. In the field of national defense and security, foreign policy, there are restrictions. In some aspects, the construction of a rule-of-law socialist state in Vietnam still does not fully meet the requirements of socio-economic development and government in the new surroundings. There are still shortcomings in party building and administration. Summing up the results of 35 years of the Renovation policy, 30 years of the implementation of the Program of national construction in the transition period to socialism (1991), we can state that the theoretical basis of the policy of Renovation and movement towards socialism in our country has been improved with each passing year and gradually implemented. The country has gained tremendous achievements of historical significance, is developing intensively and comprehensively in comparison with the previous period. The scale and level of development of the economy has increased. The life of the population is improving before very quickly, both materially and spiritually. Our country has never had such an economy, potential, positions on the global stage and authority as it does today. Achievements of 35 years of Renovation policy, 30 years of implementation of the Party Program of 1991, especially 10 years of implementation of the supplements made to it in 2011, once again confirmed that the path of our country to socialism meets the realities of Vietnam and the development trends of the era. Right party leadership is the primary factor behind the victories of the Vietnamese revolution. In the context of rapid and complex changes in the world situation, the Party Program continues to be the basis of ideas, a banner of battle, uniting the entire nation in the struggle to achieve such goals as "rich people, strong, democratic, equal, and civilized country. 2. Vision of the current situation and directions of development In the coming years, both favorable events and difficulties and challenges will arise in the world and in our country; in the construction and defense of the Motherland, many new problems and complex requests will appear. This will require the unity of the entire party, the entire people and the entire army, an important change of thinking, high political resolve, accurate and prompt forecasting of the situation development, an active and timely response to all scenarios, enhanced efforts to continue comprehensive, integrated renewal, increase of national potential, solid defense of Fatherland and the successes achieved, moving the country forward along the path of rapid and sustainable development, the successful implementation of the following key goals, directions and tasks: Guidelines: -To firmly follow, creatively apply and develop Marxism-Leninism, Ho Chi Minh’s ideology, follow up the goals of national independence and socialism; unwaveringly carry out the course of renovating the party and the principles of party building; - To ensure at the highest level the national-state interests on the basis of the UN Charter and international law, equality, cooperation, mutual benefit. To continue the rapid and stable development of the country; comprehensively carry out interrelated tasks, the central of which is socio-economic development, the key one is the party building, and the spiritual foundation is the development of culture; paramount and permanent task is strengthening national defense and security; - To focus on cultivation of patriotism, the spirit of self-reliance, the power of great unity and striving for national development; develop socialist democracy, the integrated mainspring of the entire political system and culture, improve the quality of labor resources, introduce mechanisms for attracting and using talents, intensify creative renewal, intensively introduce the achievements of science and technology, especially the achievements of the fourth industrial revolution, creating a powerful driving force for a quick and stable development; - To combine national strength with the potency of the epoch; develop the desire for independence and self-sufficiency, actively integrate and increase the effectiveness of international cooperation; to maximize development of the internal strength, especially human resources - the most important source, combining it with the use of the advantages of external forces; - To strengthen and regularize the party ranks, develop the working class character of the party, improve party leadership and fighting ability; create compact, efficient government bodies; in parallel with the rotation of personnel, improve the quality and restructure the ranks of cadres, managers, state officials. All these factors determine the success of the construction and development of the country and the defense of the Motherland. Common goal: - To improve the guiding force and fighting efficiency of the party; to form a faultless, strong, comprehensive party and political system; to strengthen people's faith in the party, state, socialist system; evoke the desire to build a prosperous, happy country; to stimulate the will and strength of great national unity combined with the strength of the epoch; to comprehensively promote the cause of renovation, industrialization and modernization; build and reliably defend the Fatherland, maintain a peaceful and stable environment; strive to ensure that in the middle of the 21st century become an advanced economy with a socialist orientation. Specific goals: - By 2025, the 50th anniversary of the complete liberation of the South and national reunification, to become a developing economy embodying modern trends in industrial development, and move from the bottom to the middle group of countries with medium per capita income; - By 2030, the 100th anniversary of the of the party founding, become a developing economy with a modern industry, enter the top group of countries with medium per capita income; - By 2045, the 100th anniversary of the establishment of the DRV, now the SRV, become an advanced economy with a high per capita income. Planned goals of the socio-economic development for the five-year period 2021-2025 Economic: Average annual rate of economic growth (GDP) over the next 5 years will be approximately 6.5-7%. By 2025, per capita GDP is expected to reach USD 4,700-5,000, and the contribution of total factor productivity (TFP) to economic growth is about 45%. The growth of social productivity of labor will exceed 6.5% per year, the share of the urban population - about 45%, the contribution of manufacturing and mechanical engineering to GDP - 25%; the digital economy will contribute about 20% of GDP. Social: by 2025, the share of people employed in the agricultural sector of total employment will decrease to about 25%; the share of skilled labor will rise to 70%; the urban unemployment rate will be below 4% by 2025; the annual decline in multidimensional poverty will remain within the range of 1-1.5%. The availability of 10 doctors and 30 hospital beds per 10 thousand people will be provided; health insurance will cover 95% of the population; average life expectancy will rise to about 74.5 years; at least 80% of rural communities will achieve the standards of the "new village", of which at least 10% - the "model new village". Environmental: by 2025, 95-100% of the urban population and 93-95% of the rural population will use clean water that meets hygienic standards; the level of collection and processing of solid household waste in cities will be 90%; the share of industrial parks and zones with a centralized system of ecologically high-quality wastewater treatment will be 92%; serious environmental pollution caused by the activities of enterprises will be eliminated by 100%; forest cover will remain on 42% of the total area of the country. Directions of the country's development for the period 2021-2030: 1) To actively continue to change thinking, create and comprehensively improve mechanisms for sustainable economic, political, cultural, social and environmental development; eliminate difficulties and problems in a timely manner; to use all opportunities and resources, creating new driving forces for the rapid and sustainable development of the country; 2) To improve comprehensively and in a balanced manner the institutions for the development of a market economy of a socialist orientation; stimulate effective mobilization, distribution and use of resources, encourage investment, production and business. Ensure macroeconomic stability, update the growth model, restructure the economy, accelerate the industrialization and modernization of the country; focus on building infrastructure and developing urban areas; link sustainable rural economic development with the construction of a “new village”; to give priority attention to the development of rural infrastructure in mountainous regions and areas inhabited by small ethnic groups; to intensify the transition to digital transformation on a national scale, to develop the digital economy based on science, technology and innovation; increase productivity, quality, efficiency and competitiveness of the economy, synchronize functioning of the domestic market with the international market; 3) To achieve breakthroughs in fundamental and comprehensive reform of education and training, develop high-quality human resources, attract and highly value talents. To stimulate research, transfer and application of the achievements of the fourth industrial revolution in all spheres of public life, paying special attention to key promising industries and spheres of activity for their rise and possibility to catch up and surpass other countries at the regional and global level; 4) To comprehensively develop a human person and create an advanced Vietnamese culture, steeped in national identity, in order to turn it into a driving force for national development and defense of the Motherland. To increase investment in cultural development. To create and develop the most favorable social environment and conditions for the formation of patriotic traditions, national pride, faith and the desire to build a prosperous and happy country; the talents, intelligence and human qualities of the Vietnamese are the essence, purpose and driving force of the country's development; 5) To effectively and consistently manage social development, guarantee the social and personal security of a person; social progress and justice; to form a cultural environment, healthy morals and civilization; to seek to improve the quality of medical services and the life of the population in conjunction with development; to take care of every person, guarantee a fair policy in the field of labor, employment and income, maintain effectively public welfare, social security. To improve constantly and comprehensively the material and spiritual life of the people; 6) To intensify measures for effective adaptation to climate change, prevention and mitigation of the consequences of natural disasters and epidemics, to carry out rational, economical, efficient and sustainable management, development and use of natural resources; make the protection of the environment and human health a top priority; resolutely close projects that cause environmental pollution, ensure the quality of the environment, protect the country's biodiversity and ecosystem; build a green economy, a circular economy, loyal to the environment; 7) To uphold resolutely and firmly the independence, sovereignty, unity and territorial integrity of the Fatherland; to defend the party, state, people and socialist system. To maintain political security, personal, economic, network security, public order and discipline. To prevent actively the risks of wars and conflicts, strive to do this at an early stage and at a distance; to proactively identify and eliminate adverse events, primarily leading to drastic changes; to intensify the fight against conspiracies and sabotage of hostile forces; 8) To continue an independent, sovereign, multi-vector and diversified foreign policy course; proactively and actively pursue comprehensive, universal and effective integration into the world community; to maintain a peaceful and stable environment, constantly improve the international position and authority of Vietnam; 9) To practice and promote widely socialist democracy, the right to be the master and self-government of the people; to develop the strength of national solidarity; to strengthen and enhance people's trust, public harmony; to continue to update the organization, content and methods of work of the Vietnamese Fatherland Front and socio-political organizations; 10) To build and improve the rule-of-law socialist state with a compact powerful apparatus, faultless, strong and effective, whose activities serve the people and the development of the country. To increase publicity, transparency and accountability; to control the power, and at the same time tightening discipline and order in the activities of the state and civil servants. To strengthen the fight against corruption, wastefulness, bureaucracy, crime and social evils; 11) To continue the all-round construction and ordering of the party; to strengthen the class nature and working class character of the party; to reform the methods of leadership, to improve the leadership and managerial ability of the party; to improve ideological and theoretical work; to pay special attention to work on the protection of the party, internal party politics; to strengthen the work of party control and supervision, discipline, anti-corruption and propaganda work of the party; 12) To continue a deep analysis and skillful regulation of relations between such important processes as stability, renovation and development; renovation in economics and renovation in politics; obedience to the laws of market and ensuring a socialist orientation; the development of production forces and the construction and gradual improvement of socialist production relations; state, market and society; economic growth and cultural development, support for social progress and justice and environmental protection; building and defending a socialist homeland; independence, sovereignty and international integration; party leadership, state administration and the realization of the people's right to be the master of their country; democratization and improvement of legislation and maintenance of public order. In studying and regulating these important relations, more attention should be paid to ensuring a socialist orientation; creation and improvement of adequate, advanced industrial relations; development of culture, ensuring social progress and stability, environmental protection; protection of the socialist homeland; to preserving the independence and self-sufficiency of Vietnam, increasing the people's sense of the master of their country.
