On the defense of dissertations

The PhD dissertation «The Communist party of Vietnam in the political system of modern Vietnamese society» (specialty 23.00.02-Political institutions, processes and technologies) was defended by Pham Ngoc Hung at «The Russian Academy of national economy and public administration under the President of the Russian Federation» on October 23, 2018. The study is devoted to the Communist party of Vietnam as the main institution of the political system of modern Vietnamese society. The author notes that due to the policy of renovation (1986-2016) Vietnam has achieved significant positive results in the reform of political institutions corresponding to the development of the market economy with socialist orientation. Under the leadership of the Communist party of Vietnam, ideological and economic principles of this were institutionalized and enshrined in legislation, creating a legal framework for the development of the country's economy and its integration into regional/ global economic processes. The author comes to the conclusion that the leadership of the ruling party in Vietnam should urgently consider the possibility of building a more democratic political system to improve the economic and international positions of the country, as well as to ensure political stability and security of Vietnam. The author outlined main historical stages of development of the institutions of proof and evidence in the criminal process of Vietnam. He formulated definition of the concept of "evidence" and "proof" in the criminal procedure law of Vietnam and a number of other important provisions. The novelty of the study is also determined by the fact that it is based on the provisions of the new Constitution of Vietnam (2013) and provisions of the CPC of Vietnam adopted in 2015, which came into force on January 1, 2018. The practical significance of the study is determined by the fact that the author formulated proposals to clarify, change and supplement the criminal procedure legislation of Vietnam and Russia in terms of improving the rules governing the institution of evidence and proof, types and properties of evidence aimed at solving problems of the use of evidence in the process of proof.
