Влияние расширения ЕС на скорость принятия решений

Аннотация

В статье проведено количественное эмпирическое исследование влияния расширений Европейского союза 1995 и 2004 гг. на скорость процесса принятия решений (законодательный процесс). Использованы два метода: анализ прерванных временных рядов и анализ выживаемости (модель Кокса), что повысило обоснованность полученных выводов. Базу эмпирических данных составили директивы и регламенты вторичного права ЕС. Методы, дизайн и периоды исследования позволили разделить влияние расширений и изменений институциональных параметров процесса принятия решений. В статье показано, что в момент расширения 2004 г. законодательный процесс значительно ускорился. Это связано с тем, что, во-первых, предпочтения новых государств-членов в целом находились внутри диапазона предпочтений старых и ось конфликта западных и восточных государств-членов возникла только в ограниченном числе сфер деятельности ЕС. Во-вторых, перед вступлением новых стран Совет ЕС принял новый процедурный регламент, существенно повысивший эффективность его работы. Что касается расширения 1995 г., то в связи с недостаточной достоверностью расчетов можно с осторожностью утверждать, что оно не оказало явного замедляющего влияния на процесс принятия решений. Вывод о том, что расширение 2004 г. в среднесрочной перспективе не повлекло торможения законодательного процесса, значим для понимания особенностей функционирования ЕС.
