The PhD (History) dissertation on the topic “Vietnam - Russia cooperation aiming at the implementation of priority directions of the educational policy in 2001-2017” (specialization 07.00.02 - Native history) was defended by Le Van Vuong at the Peoples' Friendship University of Russia, on February 27, 2020. The dissertation is devoted to the study of Vietnam - Russia cooperation on the implementation of priority areas of educational policy in 2001-2017. This is the first work in Russian historiography, which systematically examines the whole range of Vietnam - Russia relations in the field of education, as well as their place in the global context. The relevance of the problem of dissertation research is due to the strategic importance of state policy in the field of education, as well as its exceptional role in the development and modernization of the economies of the Russian Federation and Vietnam in the modern stage. The dissertation outlines the main challenges of the modern phase of development, including the spread of terrorism, extremism and separatism, and substantiates the role of higher education as a way of counteracting these phenomena and raising the level of political thinking of the masses. The study identifies the main difficulties that higher education in Vietnam must overcome in order to train specialists for the 4th industrial revolution, and identifies opportunities for cooperation with Russia to overcome these difficulties. Taking into account the priorities of modernization of higher education in both Russia and Vietnam will make it possible to realize the possibilities of their integration on the basis of equality and mutual benefit, and to solve the complex problem of population employment, taking into account the existing scientific and educational potential of both states.
