This article examines the transformation of Vietnam’s strategic development logic in the context of the decisions adopted at the 14th National Congress of the Communist Party of Vietnam (CPV). It argues that the 14th Congress represents a pivotal stage in the “re-coding” of the reform process, marking a transition from an extensive and integration-driven growth model toward a strategy of accelerated modernization grounded in science, technology, digital transformation, and institutional renewal. The study analyzes the economic, institutional, and social priorities articulated in the Congress documents, including the formation of an innovation-oriented growth model, the modernization of public governance, and the strengthening of anti-corruption mechanisms as instruments for maintaining state capacity and public trust. Particular attention is paid to the interconnection between economic restructuring and institutional transformation within the party-state system. The article concludes that the 14th Congress outlines a distinct Vietnamese model of accelerated development for the 2030–2045 horizon, combining party leadership, market mechanisms, and strategic autonomy in foreign policy as key pillars of long-term national development and political stability.
В статье анализируется трансформация стратегии развития Вьетнама в контексте решений XIV съезда КПВ, который инициировал «перекодировку» реформ, обозначив переход от интеграционной модели экстенсивного роста к стратегии ускоренной модернизации, основанной на науке, технологиях, цифровизации и институциональном обновлении. Рассматриваются экономические, институциональные и социальные приоритеты новой стратегии, включая формирование инновационно-ориентированной модели роста, модернизацию системы государственного управления и усиление антикоррупционной политики как механизма поддержания управляемости и доверия. Делается вывод о формировании своеобразной вьетнамской модели ускоренного развития, сочетающей партийное руководство, рыночные механизмы и стратегическую автономию во внешней политике.
