It conceptualizes evolution as a long-term transformation of a single policy paradigm within the context of domestic institutional change and international integration. Drawing on a historical-policy analysis of Party documents, state texts, and scholarly works from both domestic and international sources, the study identifies decisive milestones that reshaped policy goals, instruments, and priorities: the stabilization-growth phase (1986–1990); institutionalization and integration (1991–2010); a turn toward sustainable development, innovation, and non-traditional security (2011–2025); and the 2026–2045 vision centering on strategic autonomy and three breakthrough areas — institutions, human capital, and infrastructure. The findings highlight regularities and lessons in renewing leadership thinking and provide a historical-strategic framework useful for policy design and further research.</p></abstract><trans-abstract xml:lang="ru"><p>В статье анализируется процесс трансформации стратегического мышления Вьетнама от отправной точки — политики дой мой (обновления) на VI съезде КПВ (1986) — до документов XIV съезда КПВ (2026). Этот процесс рассматривается как длительное изменение единой «политической парадигмы» в условиях внутренней трансформации и международной интеграции. Опираясь на историко-политический и политико-правовой анализ, на систему партийных документов, нормативных актов государства и на отечественные и зарубежные научные исследования, автор выделяет решающие вехи, которые изменили цели, инструменты и приоритеты государственной политики: этап «стабилизация — рост» (1986–1990); институционализация и интеграция (1991–2010); поворот к устойчивому развитию, инновациям и нетрадиционной безопасности (2011–2025); а также видение на 2026–2045 гг., сосредоточенное на стратегической автономии и трёх прорывных направлениях — институтах, человеческом капитале и инфраструктуре.
