The Second World War created the conditions for a new international order centred on the United Nations, within which education, science, and culture were viewed as vital tools for ensuring lasting peace. The USSR played an active role in shaping the framework of post-war multilateral cooperation but ultimately refused to join UNESCO. Drawing on documents from the Archive of the Foreign Policy of the Russian Federation and published collections of US and British diplomatic papers, the study analyses the motives behind Moscow’s position. It argues that the Soviet government supported international cooperation in principle but found the proposed organisational structure politically unfavourable: voting procedures would have marginalised Soviet influence, while the leadership already possessed its own ideological and propaganda mechanisms. The French draft charter of September 1945 failed to resolve these concerns, reinforcing the USSR’s decision to abstain. The article concludes that the Soviet refusal was driven primarily by pragmatic considerations rather than by ideological confrontation. It also highlights that the diplomatic approaches developed during these negotiations anticipated the Soviet Union’s later strategies in other United Nations bodies and offer new insight into the early Soviet vision of multilateral diplomacy.</p></abstract><trans-abstract xml:lang="ru"><p>В последние годы Второй мировой войны начался процесс формирования новой системы международных отношений, центральную координирующую роль в которой, по замыслу государств антигитлеровской коалиции, должна была играть Организация Объединенных Наций (ООН). Уже на данном этапе союзные страны создали ряд специализированных учреждений, которые вошли в «семью» ООН. Многостороннее сотрудничество затронуло и сферу образования, активное международное взаимодействие в которой представлялось державам-победительницам эффективным инструментом предотвращения новых войн. В 1942–1945 гг. СССР был активно вовлечен в переговорный процесс по созданию Организации Объединенных Наций по вопросам образования, науки и культуры (ЮНЕСКО), однако так и не присоединился к ней на начальном этапе ее деятельности. В настоящей работе предпринята попытка идентификации подходов СССР к многосторонней дипломатии в указанных сферах в данный период. Источниковой базой исследования являются материалы Архива внешней политики Российской Федерации (АВП РФ), а также дипломатические документы США и Великобритании, анализ которых позволил выявить особенности ведения переговоров и принятия Москвой решений по рассматриваемому вопросу. Детальное изучение источников показывает, что СССР был заинтересован в развитии профильного сотрудничества, при этом советские дипломаты отмечали, что для осуществления идеологической пропаганды у Москвы имелись иные инструменты помимо ЮНЕСКО, а принятие предлагаемых в англо-американском проекте организации правил означало, что СССР мог оказаться в меньшинстве при постановке наиболее важных вопросов на голосование. Вынесенный на обсуждение в сентябре 1945 г. «компромиссный» французский проект Устава ЮНЕСКО не менял сути неприемлемых для Москвы положений.
